Any ideas?

Thank you to Darragh for responding to my last question. Still related, but since Mum followed a bogus link in an e-mail, the pooter has been playing silly buggers (anti-virus software had *just* expired) and now the Windows Security Shield (Portal?) is kicking in.
Non-Internet applications work, and connectivity appears to be up - but no use can be made. The idea I'm searching for is why the setup application on the Windows installation disc may not be installing.
Any1?

If it was me I'd back up any important files on an external hd, format the p.c and reinstall windows. Those emails can be nasty so it's best just to get rid completely.
I'm not sure how computer literate you are so I don't mean offence by the simple suggestion but have you investigated Network Connections in the Control Panel? It may be able to tell you what the problem is.

The control panel or contents advisor options are all either in order or unresponsive. The next problem, though, is that the auto-read function on the Windows installation CD isn't working. I can't see how it's been corrupted. How much would a new one cost (bearing in mind I *have* a registration and product key).
